When I look at the frame source the timestamp doesn't seem to be interpreted.  Have I done it wrong?

You cannot use my placeholders at this point as this is inside the iframe.

My placeholders can be used in the iframe url itself only.

Here you need to implement this by yourself directly in php

something like
?ts=<?php echo(rand()); ?>
