I couldn't find this covered elsewhere. Sorry if it is.

If I set $encrypt_passwords=true;, what all is encrypted? Is it just on the server side for access to the password itself? In other words, when a user puts in a password in his browser, is the transmission of the password encrypted or do I need to use an https session to do that?

This setting is for the passwords used in private.txt.
The one in the admin are always stored encrypted.

To transmit the password on a save way you have to use https.
