7. Users can't download photos after uploading, just view.
TWG: download can be disabled on fronend - but everyone who can upload can delete/dwonload his pictures ...
8. Ability for me to download the XML and photo files into an Access database.
TWG: sure as admin

About 100 properties per alley. Perhaps 1 photo per property, maybe 2

Hi, overall I think you maybe looking for something else - TWG would have to be modified at some points to suit your needs
