Well, in case of somebody wrote a bad words it's nesessary to edit a comments for a picture (it's my mind), but I cannot edit any comments in Admin mode, so I download a commentar.xml into my PC and after deleting bad comments put this file back to the gallery folder. Unfortunately I also cannot read a real comment in XML file (wrong encoding like %Ldn78%...). I use Dreamweaver and XML Notepad 2007. (My web supports Cyrillic - this is Russian webpage).

1. How to read a comment message in a rule encoding?
2. Is it possible to edit any comments in Admin mode?

you can only delete comments.

simply login and then each comment has a small X where you can delete the comment.
