maybe your underlying system has a different encoding.
Simply create a foldername.txt in the folder you have the problem. Then put the name you want to display in there and save it in utf-8.
Its actually not very good to use e.g. swedish chars in foldernames because the url is urlencoded - this makes the url very long - (everything works fine but if you send someone e.g. a dircet link this look very ugly.).
Using foldername.txt has the adventage too that you can e.g. sort the albums how you like with any prefix.
